One can see on this official photo for example that blue of the flag is the same as the national flag which is specified by DSTU 4512:2006. The raspberry is the closest Pantone shade because DSTU 4512:2006 is described with Pantone. The webpage you referred to does not describe the exact shade (unlike DSTU 4512:200) and only contains some law resolution GIFs.
